The Administrator may impose a fine or suspend, revoke, deny the renewal of or place conditions upon the permit of a developer at any time if the developer: 1. Obtained the permit by false or fraudulent representation; or 2. Violates any of the terms or conditions of the permit, the provisions of this chapter or the regulations adopted pursuant thereto.
