1. In a county whose population is 700,000 or more and in which a commissioner township is located, the county clerk shall: (a) Be commissioner of civil marriages for such township; and (b) Solemnize marriages within each commissioner township located within his or her county. 2. In a county whose population is less than 700,000 and in which a commissioner township is located, the board of county commissioners may, by ordinance, appoint the county clerk to act as the commissioner of civil marriages. Such an ordinance may authorize the commissioner of civil marriages to solemnize marriages within each commissioner township located within the county. 3.
