The Chief may: 1. Organize the Division to provide maximum efficiency in carrying out its duties. 2. Appoint the heads of sections as established. 3. Appoint such assistants and other employees as may be required to administer the duties imposed by law upon the Board and the Division within the limits of appropriations. 4.
