1. The number of officers and employees of the Senate must be determined by each regular and special session of the Senate as recommended by the Senate committee which has jurisdiction of issues relating to legislative functions. 2. The committee shall recommend by resolution the appointment of all Senate employees authorized by law other than the Secretary of the Senate.
