Notwithstanding any other provisions of law, for the purposes of carrying out the publication of any proposed amendment or amendments to the Constitution of the State of Nevada pursuant to Section 1 of Article 16 of the Nevada Constitution: 1. If the Legislature first approves a joint resolution proposing any such amendment or amendments during a special session held in an even-numbered year, the Director shall immediately publish a separate printed volume of advance sheets of statutes which includes the full text of the proposed amendment or amendments as approved by the Legislature. 2. Upon publication of the proposed amendment or amendments pursuant to this section, such publication shall be deemed to be the publication of the proposed amendment or amendments for the purposes of Section 1 of Article 16 of the Nevada Constitution without any additional publication being necessary for those purposes.
