1. The Director of the Office of Finance shall enforce the provisions of paragraph (c) of subsection 1 of NRS 218G.250. 2. The Director of the Office of Finance may, if the Director determines that such an order is necessary and in the public interest, order the withholding of any portion of the money appropriated to an agency, including the salary of an officer of the agency in the unclassified service of the State, for the failure or refusal to submit or perform pursuant to a plan for corrective action. 3. An order to withhold money must not be entered except upon a hearing following reasonable notice to an affected agency of the State. 4. The Director of the Office of Finance shall notify the Interim Finance Committee and the State Controller of the amount of money ordered to be withheld, and the State Controller shall not allow or draw a warrant for that amount unless the order is cancelled or withdrawn.
