1. The Governor shall appoint a Director of the Office who must possess: (a) Extensive expertise and experience in applying for and receiving federal assistance; (b) Specialized knowledge of the process of grant writing and approval in the public and private sectors; and (c) Proven experience in designing and managing programs which rely solely or partially upon federal assistance. 2.
