'Water and wastewater infrastructure' means any infrastructure which: 1. Relates to water, including, without limitation, clean water, drinking water, wastewater, energy efficiency projects at drinking water and wastewater facilities, brackish or seawater desalination, aquifer recharge, alternative water supply, water recycling and drought mitigation projects; and 2.
