As used in NRS 228.112 to 228.1127, inclusive, unless the context otherwise requires: 1. 'Matter' means an action or other proceeding involving one or more claims asserted by one or more plaintiffs and presenting common questions of law or fact. 2. 'Pro bono contract' or 'contract' means a contract for legal services entered into by or at the request of the Attorney General, pursuant to which legal services are provided on a pro bono basis by an attorney or law firm engaged in the private practice of law to the State of Nevada or any officer, agency or employee in the Executive Department of the State Government. 3.
