1. On or before November 1 of each year, the Executive Director shall submit a report that includes the information required by this section to: (a) The Governor; and (b) The Director of the Legislative Counsel Bureau for transmittal to: (1) The Interim Finance Committee if the report is received during an odd-numbered year; or (2) The next regular session of the Legislature if the report is received during an even-numbered year. 2. The report must include, without limitation: (a) The amount of all grants, gifts and donations of money to the Catalyst Account created by NRS 231.1573 which have been applied for and accepted from public and private sources; (b) The amount of all grants and loans of money from the Catalyst Account which have been approved by the Executive Director or the Board pursuant to NRS 231.1577; (c) The amount of all transferable tax credits which have been approved by the Executive Director or the Board pursuant to NRS 231.1555; (d) The number of businesses which have been created or expanded in this State, or which have located to this State, because of grants and loans of money from the Catalyst Account approved pursuant to NRS 231.1577 or transferable tax
