'Impact qualified community development entity' means: 1. A partnership, limited-liability company or corporation that has its principal business operations in this State and is engaged in lending or other investment activity; 2. A qualified community development entity that complies with NRS 231A.180; or 3. A qualified community development financial institution, as that term is defined in the Community Development Banking and Financial Institutions Act of 1994, 12 U.S.C. § 4702(5).
