1. Except as otherwise provided in NRS 232.161, money to carry out the provisions of NRS 232.010 to 232.162, inclusive, and to support the Department and its various divisions and other units must be provided by direct legislative appropriation from the State General Fund. 2. All money so appropriated must be paid out on claims approved by the Director in the same manner as other claims against the State are paid.
