1. In addition to the regulations which the Secretary of State is required to adopt pursuant to this chapter, the Secretary of State may adopt any other regulations necessary to carry out the provisions of this chapter. 2. The Secretary of State shall: (a) Establish a toll-free telephone number which may be used by any person to make a complaint about a registrant or an alleged violation of this chapter. (b) Post on the Internet website of the Secretary of State information concerning making such a complaint, which must include the telephone number established pursuant to paragraph (a).
