Statute 241 025

1. Unless the designation is expressly authorized by the legal authority pursuant to which a public body was created: (a) The public body may not designate a person to attend a meeting of the public body in the place of a member of the public body; and (b) A member of the public body may not designate a person to attend a meeting of the public body in his or her place. 2. Any authorized designation must be made in writing or made on the record at a meeting of the public body. 3. A person who is designated to attend a meeting of a public body in the place of a member of the public body: (a) Shall be deemed to be a member of the public body for the purposes of determining a quorum at the meeting; and (b) Is entitled to exercise the same powers as the regular members of the public body at the meeting.
