A person who wishes to become a candidate for an elective office of a newly created city must: 1. Reside within the boundaries of the newly created city; and 2. File a declaration of candidacy, as defined in NRS 293.0455, with the county clerk not less than 30 days and not more than 90 days before the date of the election.
