When any city now existing under a special charter is organized under the provisions of this chapter, or by proclamation of the Governor changes population category, the officers then in office continue to be officers of the city: (a) If the change in population category results in a change in the number of municipal wards in the city, until the next city election; or (b) In all other cases, until the expiration of their elected terms, and until their successors are elected and qualified. 2.
