1. During the absence or disability of the mayor: (a) In a city of population category one that is divided into wards, the council member at large shall act as mayor pro tem. (b) In all other cities incorporated pursuant to this chapter, the city council shall, by ordinance or resolution, provide for the appointment of one of its members as mayor pro tem. 2. During the absence or disability of the mayor, the mayor pro tem shall: (a) Possess the powers and duties of mayor; and (b) Except in a city of population category one, hold the office of mayor pro tem at the pleasure of the city council.
