1. In addition to powers elsewhere conferred upon cities, any city may institute a program of discussion and conciliation for the realization of civil and equal rights of residents of the city. 2. As used in this section, 'city' means an incorporated city. (Added to NRS by 1969, 773; A 1987, 1716)
