1. 'Governing body' means the city council, city commission, board of county commissioners, board of trustees, board of directors, board of supervisors or other legislative body of the public body proceeding hereunder in which body the legislative powers of the public body are vested. 2. In the case of an unincorporated town, 'governing body' means the board of county commissioners or, if appropriate, the town board.
