1. 'Waterfront project' means any improvement to: (a) Public property that is located along the shore of a public body of water; or (b) Areas within or under a public body of water. 2. The term includes, without limitation, restrooms, fishing sites, boardwalks, decks, boat ramps, utilities, facilities for controlling drainage, parking facilities, lighting, dredging for boat ways, erosion protection, environmental mitigation, landscaping, sidewalks, benches, bulkheads, retaining walls, pumping and excavation, and all appurtenances and incidentals thereto.
