1. Any estimate of cost required or authorized herein shall not constitute a limitation upon such cost nor a limitation upon the rights and powers of the governing body or of any officers, agents or employees of the municipality, except as herein otherwise expressly stated. 2. No assessment, however, shall exceed the amount of the estimate of maximum special benefits to the tract assessed from any project. (Added to NRS by 1965, 1358)
