The state agency shall adopt such regulations, not inconsistent with the provisions of NRS 287.050 to 287.240, inclusive, as it finds necessary or appropriate to the efficient administration of the functions with which it is charged under NRS 287.050 to 287.240, inclusive. [9:420:1955]
