If a person is qualified to register to vote and has properly completed any method authorized by the provisions of this title to register to vote: 1. The person may sign a petition required under the election laws of this State on or after the date on which the person is deemed to be registered to vote pursuant to NRS 293.4855, 293.517, 293.5235, 293.5752 or 293.5772 to 293.5887, inclusive, or any other provision of this title; and 2. The county clerk shall use the date prescribed by subsection 1 for the purposes of the verification of the person’s signature on the petition.
