Copies of any subsequent alterations in the program must be filed in the same manner before the election. 2. The copies of the programs filed pursuant to subsection 1 are not public records and are not available for inspection by the public. 3. A copy of a program may be inspected: (a) By the judge, body or board before whom an election is being contested; (b) Jointly by the parties to the contest if ordered by the judge, body or board; or (c) By any other person who is authorized by a court of competent jurisdiction.
