1. 'Housing project' means any work or undertaking: (a) To demolish, clear or remove buildings from any area acquired by the Authority or a business entity; (b) To provide decent, safe and sanitary rural dwellings, apartments or other living accommodations primarily for persons of low and moderate income, including, without limitation, affordable housing. Such work or undertaking may include buildings, land, equipment, facilities and other real or personal property for necessary, convenient or desirable appurtenances, streets, sewers, water service, utilities, parks, site preparation, landscaping, administrative, health, recreational, welfare or other purposes; or (c) To accomplish a combination of the foregoing. 2.
