The creation of a district may be initiated by: (a) A resolution adopted by the governing body of any county or city; or (b) Except as otherwise provided in subsection 2, a petition submitted by any owner of property proposed to be located in the district to the governing body of a county or city. A governing body that receives a petition pursuant to this paragraph is not required to create a district or take any action in relation to the petition. 2.
