The cession of jurisdiction by the State must be evidenced by a resolution signed on behalf of the State by the President of the Senate and Speaker of the Assembly and attested to by the Secretary and Chief Clerk of those houses, respectively, or by the Chair and Secretary of the Legislative Commission.
