Rules of the Administrator must provide the procedure for: 1. The purchase of commodities not scheduled under this chapter. 2. Emergency purchases, defining emergencies and stating the conditions under which emergency purchases may be made, by an agency not specifically authorized by statute to establish its own procedure for emergency purchases. 3.
