Except as otherwise provided in NRS 333.435, the Administrator may authorize using agencies to purchase items that are not available directly from an entity with which the Purchasing Division has entered into a contract if such a purchase is made in accordance with the State Administrative Manual created by NRS 232.004, provisions of this chapter and any regulations adopted pursuant thereto. 2. Each authorization must be revocable at the discretion of the Administrator. 3. A using agency that receives an authorization shall keep a record of: (a) Its accounts and expenditures pursuant to that authority; and (b) Evidence indicating that every effort has been made to secure competitive bidding to the extent practicable.
