1. The election officers of the State who are charged with the duty of providing for and conducting the election shall provide printed ballots for the use of the voters entitled to vote at the election. Any bond question may be submitted on the same ballot as otherwise used at the election, if any, or may be submitted by separate ballot, as the commission, board or other agency of the State ordering the submission of the bond question, if any, or otherwise the Secretary of State, may determine. 2. There shall be printed on all ballots: (a) Instructions respecting the manner of marking the ballots. (b) A statement of the proposal to be voted upon.
