1. The State Engineer shall advise the Board, upon its request, of the existence and status of any water rights which affect a water project under consideration by the Board. 2. Upon the Board’s request and within the limits of available resources and staff, the State Engineer and the Director may on a case by case basis assist persons in the preparation of a preliminary plan for a water project.
