The State Board of Finance shall, in addition to its other duties prescribed by law: 1. Study the cash flow of moneys belonging to the State, and recommend to the State Controller and the State Treasurer appropriate measures to accommodate the time of cash expenditures to the time of cash receipts, in order to minimize the amount of money required as active deposits. 2.
