1. On or before January 1 of each year, the Governor shall compile a report on the status of the finances of the State including the information published in: (a) The most recent executive budget report prepared pursuant to the provisions of NRS 353.185; (b) The most recent report prepared by the State Controller pursuant to the provisions of NRS 227.110; (c) The most recent report on the count of state money prepared pursuant to the provisions of NRS 353.075; (d) The most recent report on the transactions and proceedings of the Department of Taxation prepared pursuant to the provisions of NRS 360.100; (e) The most recent report prepared by each school district pursuant to the provisions of NRS 387.303; (f) The most recent report prepared and submitted by each local government pursuant to the provisions of NRS 360.220; and (g) Any other report prepared by the State, or a county, city, town or school district, or any public agency of this State or its political subdivisions that the Governor deems to be relevant to the status of finances of the State. 2. The report required pursuant to subsection 1 must be: (a) Titled the 'Nevada Report to Taxpayers'; (b) Written in plain English;
