'Original source' means a person: 1. Who voluntarily discloses to the State or a political subdivision the information on which the allegations or transactions in an action for a false claim are based before the public disclosure of the information; or 2. Who has knowledge of information that is independent of and materially adds to the publicly disclosed allegations or transactions and who voluntarily provides such information to the State or political subdivision before bringing an action for a false claim based on the information.
