1. At the first meeting of each calendar year, the Council shall elect from its members a Chair, Vice Chair and Secretary, and shall adopt the rules and procedures of the Council. 2. The Council shall meet at least once each calendar year and at other times at the call of the Chair or a majority of its members. 3. A majority of the voting members of the Council constitutes a quorum for the transaction of business, and a quorum may exercise any power or authority conferred on the Council. 4.
