1. Any two or more political subdivisions may join in establishing and maintaining a regional library through a written joint agreement of their governing bodies. 2. The agreement shall provide for the fair apportionment of expenses and that the treasurer or other fiscal officer of one of the participating political subdivisions shall be selected as treasurer of the regional library and shall have custody of the funds of the regional library.
