1. Whenever a participating library seeks a grant of money related to regional services from the State, the Federal Government or another source, it must first submit the request to the governing board of the regional network for review. 2. After review, the governing board of the regional network shall forward the request to the granting agency along with its comments and suggestions for priority. If the request is for a state grant, the granting agency must consider the priority designated by the governing board. 3.
