The board of law library trustees, by a majority vote recorded in the minutes with ayes and noes at length, may: 1. Remove any trustee who neglects to attend the meetings of the board, or who absents himself or herself from such meetings. 2. Fill all vacancies that occur in the board from any cause, but the board must at all times include at least two persons who are not attorneys at law.
