1. Professional staff and other personnel appointed by the Superintendent of Public Instruction shall perform such duties as are assigned by the Superintendent. 2. The Superintendent of Public Instruction, under the policies of the State Board, shall locate the offices of professional staff and other personnel where the needs of the education program can best be served.
