1. The provisions of NRS 387.531 to 387.591, inclusive, being necessary to secure and preserve the public health, safety, convenience and welfare, shall be liberally construed to effect their purpose. 2. Nothing contained in the provisions of NRS 387.531 to 387.591, inclusive, shall be construed as preventing the exercise of any power granted to either such county school district or any officer, agent or employee thereof, by any other law.
