To facilitate broad community input and to provide advice and assistance to the organizational team of any local school precinct and the board of trustees of the large school district, one or more community education advisory boards may be created by: 1. The governing body of a city in which one or more local school precincts are located. 2. The board of county commissioners of the county in which the large school district is located for any area in the county in which a local school precinct is located and which is not a city.
