1. The State Board shall select an assessment which enables a person who satisfies the requirements of subsection 2 or 3, as applicable, to demonstrate that he or she has achieved an educational level which is an acceptable substitute for completing a high school education. 2. A person who: (a) Is 17 years of age or older; (b) If he or she is at least 17 years of age but less than 18 years of age, submits to the State Board written permission signed by his or her parent or legal guardian; (c) Has not graduated from a high school; (d) Is not currently enrolled in a high school; and (e) Satisfies any other requirements prescribed by the State Board, may take the high school equivalency assessment selected by the State Board. 3. The board of trustees of a school district may, upon request and for good cause shown, grant permission to take the high school equivalency assessment selected by the State Board to a person who: (a) Resides in the school district; (b) Is at least 16 years of age but less than 17 years of age; (c) Submits to the board of trustees written permission signed by his or her parent or legal guardian; (d) Has not graduated from a high school; (e) Is not currently
