1. Except as otherwise provided in this section and NRS 344.050, all public printing required by the various school districts of this State must be placed with a bona fide newspaper or bona fide commercial printing establishment within the school district requiring the printing, if such a newspaper or printing establishment exists within the district. 2. If one or more bona fide newspapers or bona fide commercial printing establishments exist within the school district but none is adequately equipped to do the printing, the printing must be placed with a bona fide newspaper or bona fide commercial printing establishment in the State adequately equipped to do the printing. 3. Printing required by school districts must be done within the State, except that school district bonds and other evidences of indebtedness may be printed outside the State. 4. Printing is required to be placed as provided in this section only if satisfactory services are rendered by all such printing establishments and reasonable charges are made therefor. As used in this subsection, 'reasonable charges' means charges not in excess of the amount necessary to be paid for similar work in other printing
