1. The Board on its behalf or on the University’s behalf may employ legal, fiscal, engineering, and other expert services in connection with any project or otherwise appertaining to the University and the authorization, sale and issuance of bonds and other securities hereunder. 2. The Board on its behalf or on the University’s behalf is authorized to enter into any contracts or arrangements, not inconsistent with the provisions hereof, with respect to the sale of bonds or other securities hereunder, the employment of bond counsel, and other matters as the Board may determine to be necessary or desirable in accomplishing the purposes hereof.
