1. Subject to the authority conferred by law on city authorities, the boards of county commissioners or road supervisors, any owner or occupant of land may construct and maintain a sidewalk in the highway along the line of the owner’s or occupant’s land. 2. Sidewalks already constructed and laid out with reasonable limits as to width so as not to operate as an obstruction to the street or highway must be maintained and protected pursuant to this section. 3. Except as otherwise provided in NRS 484B.767, a person who willfully and intentionally rides or drives, or causes to be ridden or driven, any animal, vehicle or other thing over or upon such a sidewalk, without permission of the owner or occupant, shall be punished by a fine of not more than $20, in addition to the costs of prosecution.
