The Department may expend money, when authorized by the Legislature for expenditure from the interest earned by investment of the State Highway Fund, to conduct studies of transportation or to match for capital acquisition only, in the proportion designated in the following acts, the sums of money apportioned by the Federal Government to any of the political subdivisions of the State or any private corporation or association in the State under these acts: 1. The Urban Mass Transportation Act (49 U.S.C. §§ 1601 et seq.), which includes the Urban Mass Transportation Act of 1964
