1. On or before October 1 of each year the Board shall prepare and present to the Governor a detailed proposed work program, the form and content to be determined by the Board, for the federal fiscal year ending the following September 30, stating therein the amount, character, and nature of the construction, reconstruction and improvements to be initiated on the highways within the respective counties of the State during the ensuing federal fiscal year, together with an estimate of the cost to complete such work. 2. The Board shall cause a copy of the proposed work program to be provided to the chair of the board of county commissioners of the several counties of the State, and a copy must be furnished to all news media in the State.
