1. The Department may enter into cooperative agreements with any board of county commissioners in the State for the improvement of any road. 2. Roads improved pursuant to this section must belong to the county and must be maintained at the expense of the county. 3. Each agreement entered into pursuant to this section is effective upon the approval of the Board of Directors of the Department of Transportation, and no money may be expended pursuant to an agreement except upon authorization by the Board.
