1. The Department shall hold a hearing on an application to close a public road on public land within 45 days after it receives the written recommendation from the planning agency. The Department shall give notice of its hearing as required by law. At its hearing the Department shall receive any testimony pertaining to any use of the road which is not repetitive and shall consider the written recommendation of the planning agency. 2. The Department shall deliver its written recommendation on the application, including the reasons for its recommendation, to the Board within 15 days after the conclusion of its hearing on the application.
