1. The Department shall provide for the proportionate sharing of costs between the Department and a telecommunications provider for joint trenching or trench sharing based on the amount of conduit innerduct space or excess conduit that is authorized in the agreement entered into pursuant to NRS 408.5502. 2. If two or more telecommunications providers are required to share a single trench, each provider in the trench must share the cost and benefits of the trench in a fair, reasonable, competitively neutral and nondiscriminatory manner.
